based on this readings

Bacevich, Andrew (ed.) Ideas and American Foreign Policy

Prompt

Thus far in our class we have read and discussed a wide variety of arguments for specific foreign policies beginning with the early Republic though the start of the Second World War. Doing so has allowed us to see how certain ideas, arguments, and themes have changed in response to new threats and opportunities. Although all of these arguments were made prior to the advent of modern game theory, they all nevertheless employ implicit or explicit strategic logic. Indeed, given our readings in the intellectual development of US foreign policy, it is clear that the earliest statesman of the United States understood the role of strategy and advocated for policies which they believed were in the best interests of America’s strategic place in the world.

In this essay, you are to select 4 selections from previous readings and analyze their strategic logic. You can choose any selections that we have read thus from Ideas and American Foreign Policy. Possible questions to consider include (but are not limited to):

  1. Do the early policy-makers advocate for positions which make strategic sense? Why or why not?
  2. Are there lessons from the early history of American foreign policy which can be applied today?
  3. Why do several others seem to point to the same principle but reach different conclusions? Is it because some misunderstood or were misrepresenting the principle, or because the application of the principle changed according to different fact-patterns in the changing landscape of international politics?
  4. Is America safer with a foreign policy of engagement with the world or with a turning away toward insular concerns?

Guidelines

Your paper should follow the standard 5 paragraph essay, with one paragraph for an introduction, one for a conclusion and three well-written paragraphs which defend or otherwise advance your thesis. If necessary, you may include an additional 2 paragraphs for a total of 7 paragraphs. Your paper should therefore be about 1000-1400 words.

Your paper must have a clearly defended thesis. You must also rely only on the texts to justify your position. Outside citations are not permitted: this is not a research paper but a sustained reflection on the course to this point.

You be graded on the quality of your thesis, evidence, logic, formatting, and spelling/grammar.

The best papers will, in addition to a clearly articulated and defended thesis, format their papers in line with the Chicago Manual of Style. Papers should use 1″ margins on all sides, use 12pt Times New Roman Font, and double spaced text. Include a formatted title page. For additional information on these guidelines, see the formatting handout given in class. (If you were not in class, you should consult Kate Turabian, A Manual for Writers, Eighth Edition[Chicago Press].).

Chapter 9 Essay: Political Parties

There is a reason religion and politics are typically off-limits topics at dinner parties and the like, because some people stand behind their political views and party affiliations as strongly as if it were their religion and when they come against opposing views, it can make for an awkward or even explosive situation. Although the Framers of the Constitution did not necessarily anticipate the forming of political parties, they have become an integral part of our government today. The parties are broadly defined as “organized groups that attempt to influence the government by electing their members to important government offices” (Ginsberg 329), but they serve other purposes which include seeking out potential candidates, encouraging citizens to vote, streamlining complicated legislature and debates for the public (and elected officials) and generally trying to serve as a collective “voice of the people” or conduit between the everyday individual and the government, a sort of middle man between the government and citizens/interest groups. “Political parties help the government respond to the needs and desires of its citizens.” (Ginsberg 327). Parties serve the general public, special interest groups and themselves as they compete to gain political power and studies have shown (unsurprisingly) that they tend to cater towards the wealthy and middle-class as opposed to the underprivileged. Nonetheless, they play a critical role in government and democracy because they educate the public about the current issues and work to develop laws and other legislature that benefit their constituents.

Although there have been two major parties dominating much of history since the 1780’s Democrat and Republican, there are also third parties. Individuals tend to view voting for third party candidates as “wasting” their votes since the larger two parties control the majority and generally win on election day; third parties still play an important role because they can often bring new items of social or economic significance to the attention of the larger parties which may not have otherwise received their attention. Each party has their own fundamental causes they support and these have shifted over time. Currently, it can be said that the Democratic party is more liberal supporting more funding for social services, environmental reform, cutting military spending and taxing the wealthy whereas the Republican party focuses on increasing military spending, strict immigration laws, cutting social programs and supporting the wealthy and businesses with tax breaks. Parties seek to appeal to their voters through shared stances on these and other items and use this support to win elections, increase their control and subsequently use this control to pass laws that further their causes. Supposedly, they should be polling the public to find out what they want/need and work to institute laws and policies that serve the general public but in today’s government, it feels like the people have less of a say and the politicians are the ones deciding what is best for everyone whether the citizens agree or not. The dominating parties today are often at opposite ends of the spectrum on current issues, and, these strong competing priorities can cause a deadlock (party polarization) with “members of each party unified around their party’s positions with little crossover” (Ginsberg 357), like in 2013 and earlier this year which caused the government funding to run out and shutdown until a compromise could be reached.

In our current politically polarized climate, the divide is so large between the parties I am not sure there is much that could spark collaborative cooperation between them. Other nations have multi party government systems, such as the Netherlands which has 11 parties in legislature with three to four major ones, which seem to align with a wider voter spectrum and more accurate national representation. Here in the U.S., we are much more limited with the two majority parties not necessarily representing a wide variety of issues and Americans being forced to choose one, perhaps the lesser of two evils that may not closely agree with their overall beliefs or values. However, I do think it would provide some benefit to include additional parties to compete with the current majority ones because it could force them to come together in opposition of the new party (i.e. the enemy of my enemy is my friend). With that said, I think politics today is messy and dirty and so many seem to be out for their own agendas and not the good of the people or the country. So many are being indicted for crimes and I dread campaign season because T.V and radio commercials are fraught with ad’s in which candidates are too busy slandering their opponents to even mention how they will make a positive difference if they are elected. What happened to the positive messages and promises of a better nation? Instead it has become about how much damning evidence or dirt you can gather on your opponents in order to make yourself look better. Why do we feel as if we have to knock others down so we can stand taller? When I look at Congress now, they remind me of kids who don’t get along and refuse to play together. Each so wrapped up in their own ideals and visions they cannot bother to see anyone else’s perspective, and certainly not the one of “we the people”.

1. National Health priorities are determined by prioritizing needs and by determining the impact of the problem at hand, the size of the problem, the comparing indicators and finding an acceptable intervention. Healthy People 2020 is the different types of heath illnesses that reach for better outcomes by preventing disease, injury and death. They are to eliminate disparities and improve and promote good health. Healthy People goals provide measurable objectives and goals at a national, federal and state agency in order to reduce health disparities. The main overall goal is to improve health outcomes.

When going into my capstone I would like to have a mentor who is educating, motivating and most importantly someone with integrity. I would prefer them to be in a hospital setting of administration since that will be my dream career. I would love to coordinate all departments within a health care facility to ensure it functions as a whole and to try and reduce any and all health disparities.

2. National health priorities are determined based on leading health indicators set forth by agencies such as the Centers for Disease Control and Prevention (CDC) and the National Health Interview Survey (NHIS). Together, these organizations work with the Office of Disease Prevention and Health Promotion (ODPHP) to create programs such as Healthy People 2020 by creating health objectives that pertain to current healthcare issues.

Healthy people goals promote national health priorities by collecting data on current health issues over a span of time, generally years, and figure out what target baseline should be met. This information is constantly being revised and revisited as issues occur and data changes. Healthy people goals can be used to target specific efforts to reduce disparities by focusing on the specifics of each objective and the leading indicators. This is accomplished by taking the objective/goal and putting it against the health disparity to discover how the disparity will affect the overall goal. In many of the healthy people goals, they already show how the disparity affects the goal. By taking a closer look at these disparities, we can find a way to reduce or eliminate them completely while still accomplishing the baseline that the goal originally focuses on.

While I still have a long way to go before I start my pre-capstone and capstone courses, I would like to find a mentor in the hospital setting, as that is where I would essentially see myself working. Since I already have a degree in Respiratory Therapy, I would see myself focusing on this area. I also think I would like to focus my project on the side of quality care, as many patients in the ICU/CCU sometimes experience less than adequate quality of care during times of short staffing.

3. If I could build my own health care system, I would have a mobile system to visit and care for chronic patients. In my time working at the hospital repeat patients due to not complying the way they should is the main issue. I would have students working in smaller clinics to help their skills as well as lower the cost for the patient. Also, more information needs to be provided to the patient and family about what a DNR, DNI and so forth are. The ICU is regularly overloaded with patients who’s family cannot let them go yet, or do not know the patient’s wishes. These costs are outrageous and many times the family that can’t make the choice are not the ones paying! Requiring illness education and responses for each patient would help with their own care as well.

How this all would be paid for is a much trickier question. I believe healthcare cost are extreme and also an extreme hit to our government. People who receive Medicaid should have to do some sort of volunteer service for this. At times it is very frustrating that working people pay so much for healthcare, then have high deductibles and copays and other get it all for free. Some payment should be expected from all. Higher health incentives, for quitting smoking or a tax break for no hospital admissions may be helpful as well. If students where used more, the cost would go down as well. Maybe have one doctor oversea or be an advisor for 10 students.

4. In my mind I feel like everyone wants just a health care system that works for everyone and is able to access it easily. A health care that is cost efficient is also at the top of everyone’s list. So a cheap and readily available health care is what I would make happen. Now this is all easier said than done. How can we afford this? Ideally, we could have a government run system or single-payer system where everyone has equal access and all costs are covered by the government. That is not the case though because this would surely raise the taxes. In countries like Canada, Great Britain, and Germany they all have Universal healthcare concepts and I think I like the idea of those better than the US health care system.
